Full summary
In September 2025, Council authorized the Bureau of Engineering to establish and implement a construction moratorium within the City's public right-of-way from May 1, 2028 through September 1, 2028, covering both the Olympic Games (July 14-30, 2028) and Paralympic Games (August 15-27, 2028), plus the pre- and post-event periods needed for venue setup, security installations, and cleanup. The moratorium prohibits City agencies from performing non-emergency work and blocks permit issuance to outside contractors on designated streets surrounding nine venue areas: Exposition Park and the Galen Center, LA LIVE and the Convention Center, Dodger Stadium, San Pedro, Universal Studios, Sepulveda Basin, Riviera Country Club, Venice Beach, and UCLA. Each venue zone covers a defined perimeter of surface streets, with the full list maintained by the Department of Transportation and subject to change based on evolving security needs. Non-emergency exemptions are available but tightly controlled. Requests must be supported by both the local Council District and the Office of Major Events before the Bureau of Engineering will process a permit. Notably, the Council directed that exemptions be granted for Pacific Palisades rebuilding work whenever doing so does not compromise event security. The Bureau of Engineering then submitted a follow-up implementation report on May 18, 2026, formally establishing the moratorium boundaries and exemption procedures developed in consultation with the Office of Major Events, LAPD, DOT, Building and Safety, City Planning, Bureau of Contract Administration, and Bureau of Street Services. The Public Works Committee received that report on June 10, 2026 and noted and filed it, meaning no further legislative action was required at that stage.
