This Council File authorizes a 30-year non-exclusive easement agreement between the City and Vero Fiber Networks, LLC (VERO) for the installation and operation of an underground fiber-optic cable system at Dockweiler State Beach in Playa del Rey. The easement covers approximately 900 linear feet of underground park property at 12001 Vista Del Mar and is part of a broader Los Angeles Trans Pacific Telecommunications Cable Hub project. The Department of Recreation and Parks (RAP) would receive a total of $175,000 from VERO for use of the property, with the committee authorizing acceptance of a second payment installment of $87,500. Those funds are designated for RAP's real estate and environmental functions, including acquisitions, staffing, and contractual services. On the environmental side, the Council is asked to concur with the Board of Public Works' approval of an addendum to a previously certified Environmental Impact Report dated June 17, 2024, and to find that no additional environmental review under the California Environmental Quality Act is required. The Board of Recreation and Park Commissioners initiated the matter on May 15, 2026.
