Figueroa Street — were originally transferred to the City by Caltrans in 2018 as excess right-of-way from Flower Drive and 39th Street. The City accepted that no-fee relinquishment after the Bureau of Engineering determined it was in the City's interest (C.F. 17-1002), but the parcels do not meet City street standards and would require funded improvements including curb ramps, curbs and gutters, driveways, and repaving. The motion proposes to classify both parcels as "exempt surplus land" under the California Surplus Land Act, specifically under Government Code Section 54221(f)(1)(E), which applies to former rights-of-way being conveyed to an adjacent property owner. The intended buyer is LMP USC Property Owner LLC, the entity behind the Fig Project, a mixed-use development currently under construction at 3900-3972 S.
